As we can see, the transfer of shareholder functions regarding the state-owned stake in OJSC “Kyrgyztelecom” to the Presidential Administration of the Kyrgyz Republic could mark a new phase in the development of the national telecommunications and digital infrastructure.
One of the key tasks in this new phase will be to strengthen Kyrgyztelecom’s role as a core infrastructure operator and to develop a partnership model involving leading players in the telecommunications and digital markets.
In the long term, the creation of a unified digital ecosystem is being considered, based on cooperation between “Kyrgyztelecom”, the operators “ElKat” and “Aknet”, a mobile operator, the banking sector, and the state system “Tunduk”. This approach will allow for the integration of communications infrastructure, internet access, financial services, digital identification, and government e-services into a single, user-friendly environment for citizens and businesses.
Each participant in the ecosystem will fulfill its own role. Telecommunications operators will provide infrastructure, broadband access, and internet connectivity. Banks will be able to provide payment instruments, identification, financial services, and lending. Government digital systems, including “Tunduk”, will provide access to e-services.
For the user, this should be as simple as possible: a single digital gateway to communications, payments, government services, social benefits, fines, taxes, utility bills, and other services. Citizens will receive not a collection of disparate services, but a unified digital environment where the main services

Digital identification will play a particularly important role in the new model. Identity verification via TIN, SIM card, banking instruments, and the “Tunduk” system will ensure secure access to services, increase user trust, and reduce the risk of fraud.
A separate focus will be the development of Open Wi-Fi in public places: airports, bus stations, public transportation, government agencies, parks, shopping centers, and city streets. Basic access can be open to all users, while subscribers of alliance member operators will be able to receive priority access at higher speeds following digital identification and authentication.
In the future, “Kyrgyztelecom”, “ElKat”, and “Aknet” may develop Open Wi-Fi as a national service. This will allow individual access points to be integrated into a single system with common connection rules, quality standards, and security requirements. This format will provide predictable and convenient internet access in public spaces and serve as the foundation for integration with government services, including “Tunduk”.
The development of CDN nodes will also be an important element of the digital infrastructure. This will allow content to be stored and delivered closer to users within the country, reduce latency, relieve pressure on backbone networks, and improve the stability of internet connections.
In the long term, this model could serve as the foundation for the development of 5G, smart cities, telemedicine, distance learning, and modern digital government services. Within this system, “Kyrgyztelecom” will play a key infrastructural role by providing the backbone and fiber-optic infrastructure, without which the sustainable development of digital services would be impossible.
The project is significant not only for the company but also for the country as a whole. It aims to strengthen digital sovereignty, localize internet traffic within Kyrgyzstan, improve the quality of communication services, and create new opportunities for citizens, businesses, and the government.
